There are indications that agencies of government that are yet to be enrolled in the Integrated Payroll Personnel Information System may not be able to access their personnel budget from 2019.

The indication was contained in the 2019 budget circular which was obtained exclusively by our correspondent from the Budget Office of the Federation.

The budget circular, which was signed by the Minister of Budget and National Planning Senator Udo Udoma, sets out the requirements and instructions that must be followed in the preparation of the 2019 Federal Government budget proposal.

The IPPIS scheme is one of the Federal Government’s reform initiatives designed to undertake human resource management activities from recruitment to separation including payroll and pension processing.

It also facilitates planning, aid budgeting, monitor monthly payment of staff emoluments against what was provided for in the budget; ensure database integrity; facilitate easy storage; and update and retrieve personnel records for administrative and pension processes.

The enrolment for military personnel is part of the commitment of the Federal Government to fully implement all the public finance management reforms, particularly the IPPIS.

Through the implementation of the IPPIS project, the Federal Government was able to save N68bn in 2017.

There are about 950 MDAs of government having about 1.2 million workers according to top government officials with knowledge of the government payroll.

As of March, a total of 511 Ministries, Departments and Agencies had been captured under the IPPIS platform with a total of 607,843 members of staff.

In the circular, the minister warned MDAs not to engage in unapproved recruitment that would shoot up the personnel cost of government.
